Owners of property especially schools have a legal duty to protect resident from forseeable harms. They also have a legal duty to warn of dangerous conditions and take steps to protect from those dangers. Schools in particular have a special duty to protect students. Parents send their children to school and expect the students to be protected. concerns have been raised about warnings and security at Virginia Technews.yahoo.com/s/ap/20070417/ap_on_re_us/virginia_tech_
